Phnom Penh: The Cambodian side of the JBC Commission has again requested the Thai side of the JBC Commission through a diplomatic note dated April 7, 2026, to arrange an urgent special JBC meeting this April. This is according to a press release from the Secretariat of the Border Affairs.
On April 7, 2026, the Secretariat of the Border Affairs recalled that the Joint Border Commission (JBC) Cambodian side had sent several diplomatic notes to the Thai side of the JBC to request the arrangement of a special JBC meeting, but the Thai side responded by requesting postponements, citing internal procedures to appoint their new JBC members after the formation of the new Thai cabinet.
The Cambodian side of the JBC Commission has again requested the Thai side of the JBC Commission through a diplomatic note dated April 7, 2026, to arrange an urgent special JBC meeting and to encourage the continuation of work on the ground that both parties previously agreed upon, with the following content:
1- Request to arrange a special meeting of the Cambodia-Thailand JBC at a suitable date between April 17 and April 22, 2026, in Siem Reap province, in accordance with the spirit of the special JBC meeting minutes dated October 22, 2025, in Chanthaburi province.
2- Request to dispatch joint survey teams (JSTs) from both parties to the ground at a suitable date between April 20 and April 24, 2026, to continue surveying and temporarily marking boundary pillars numbered 42-47 located in the geographical areas of Chhouk Chey and Prey Chan villages, Ou Chrov district, Banteay Meanchey province, and boundary pillars numbered 52-59 located in the geographical area of Kamrieng district, Battambang province, in accordance with previous agreements.
3- Request to dispatch joint survey teams (JSTs) from both parties to the ground at a suitable date between April 20 and April 24, 2026, to reconstruct 15 boundary pillars following the original French-era pillar models at the original locations agreed upon by both parties.
4- Request to dispatch joint survey teams (JSTs) from both parties to the ground at a suitable date between April 17 and April 23, 2026, to survey and temporarily mark boundary pillars numbered 33-37 (Boeung Trakuon area), boundary pillars numbered 14-17 (Ou Smach area), Anseh area, Thmada area, and other border areas, in accordance with the spirit of paragraphs 3 and 4 of the joint declaration of the 3rd special meeting of the General Border Committee (GBC) dated December 27, 2025.
5- Request to dispatch joint survey teams (JSTs) from both parties to survey and demarcate the Sima sector on the ground at the agreed boundary pillar section (boundary line following waterways and straight boundary lines) at a suitable date between April 20 and April 24, 2026, in accordance with the spirit of the minutes of the 6th meeting of the Cambodia-Thailand Joint Border Commission (JBC) dated June 15, 2025, in Phnom Penh.
6- Request to arrange the 12th Cambodia-Thailand Operational Group (OG) meeting and the 5th Cambodia-Thailand Joint Technical Sub-Committee (JTSC) meeting during the first week of May 2026.
The Secretariat of the Border Affairs reiterates to the nation and all national and international public that the Cambodian side of the JBC Commission firmly opposes any illegal encroachment on Cambodian territory by the Thai military and the continued violations of Cambodia’s territorial sovereignty and sovereignty.
The Cambodian side of the JBC Commission categorically rejects any boundary line changes resulting from the use of force in the past, present, and future.
At the same time, the Cambodian side of the JBC Commission firmly upholds the protection of the Cambodia-Thailand international boundary line left by the Indo-China-Siam Border Commission, respecting international law principles, the principle of the inviolability of boundaries (Uti Possidetis Juris), respecting the French-Siam treaties and maps resulting from the work of the Indo-China-Siam Border Commission, and the boundary pillar marking records of the Indo-China-Siam Border Pillar Commission MOU 2000.
The year 2003 TOR and various agreements and related documents that both parties have agreed upon in the past.
