Phnom Penh: Professor Chheang Ra, Minister of Health, said that health services should always be based on the principle of equity and not leave anyone without receiving care and treatment.
On the occasion of leading the Leadership and Innovation to all health officials under the Ministry of Health On April 21, 2026, Professor Chheang Rath thanked all health officials who have continued to provide active medical care in hospitals and prepared to provide emergency services at locations hosting traditional New Year celebrations across the country in the past.
The Minister urged hospitals at all levels to continue to improve the quality of care and treatment services, as well as to provide services with ethics and professionalism.
In addition, the professor raised questions about leadership, reflecting that leadership is not a profession that can be learned from school. But leadership can be learned in any situation, because learning to ask good questions leads to benefit or development.
He added that similarly, leadership also comes from thinking, which allows one to clearly understand the consequences of a decision and enables the team to accept that decision and participate in its implementation. In this regard, the professor urges all health officials to lead by using leadership rather than using status or role.
