Phnom Penh: The police force of the 3rd Chaom Chao Administrative Police Station of the Por Sen Chey Police Inspectorate arrested a man for questioning and made an education contract after the man and another person took pictures of the license plates of villagers’ motorbikes without any reason, causing surprise and fear among the people.

On the night of April 20, 2026, at 22:00, at Takon Road in Prey Tea 2 Village, Chom Chao 3 Sangkat, two men in civilian clothes and holding radios (ICOMs) in their hands walked around taking photos of people’s motorcycle license plates. This unusual activity was filmed and shared on social media, causing criticism and serious concerns about security issues.

On the morning of April 21, 2026, the police searched and brought a person named Heng Ton, a 44-year-old male, living in Prey Tea 2 village, to be questioned at the police headquarters. In this regard, the authorities decided to temporarily confiscate 1 radio and make a contract to stop all activities of photographing motorcycle license plates of citizens because it is an act that affects public sentiment and social order.

For another accomplice who escaped, the authorities are continuing to search for him to bring him for education. And make the same contract.
