Officials discovered that Baising Seng Company was releasing liquid waste, causing water pollution, environmental pollution, and fish deaths in O Treng, Battambang Province.

Battambang: The Ministry of Environment team continued to inspect with experts from the Battambang Provincial Department of Environment and Ratanak Mondul District Administration on April 21-22, 2026 and found that the Bai Sing Seng mango pulp factory, located next to the O Treng River and at a point upstream of the dead fish, approximately 2 kilometers away, had released liquid waste without proper treatment through the sewage system that drains from the production site directly into the O Treng River (located at the eastern part of the northern part of the factory site).

The Ministry of Environment requires:

1- Suspend factory production until the wastewater treatment plant is built and the process complies with technical standards.

2- The factory must close all drainage (liquid waste, rainwater) to prevent water from flowing from the dredging site into the O Treng River. 

3- The company will be fined for non-compliance and must pay compensation for environmental damage based on the actual assessment of experts. 

4- The Ministry of Environment will permanently close the factory in case of non-compliance with the above principles or repeated violations.
