Ministry of Labor launches training course on updating digital M&E system to strengthen effectiveness of implementation of Strategic Plan 2024-2028

Phnom Penh: On April 22, 2026, the Ministry of Labor and Vocational Training organized a training course on “Updating the Digital Monitoring, Evaluation and Evaluation (M&E) System for the Implementation of the Strategic Plan for the Development of the Labor, Social Security and Vocational Training Sector 2024-2028 (SDSVT)” at the Ministry’s office, under the chairmanship of Dr. Choob Thittheridth, Undersecretary of State and Chairman of the M&E Technical Support Subcommittee, with the participation of approximately 150 leaders, experts and M&E focal officers from units under the Ministry.

On this occasion, the Undersecretary of State stated that the main objective of this training course is to strengthen the capacity of focal officers to use digital M&E systems more effectively, which are key tools for monitoring progress, measuring results, and supporting evidence-based decision-making. This system plays an important role in promoting good governance, transparency and accountability, in line with the priority direction of the 7th Royal Government to modernize state institutions and promote the development of digital government.

The doctor further stated that the ministry has strengthened the working mechanism and responsibility at all levels to ensure that the M&E system will become the basis For effective management. Through this training course, the Ministry expects to improve the quality of the implementation of this strategic plan to achieve better results and achieve the set goals in a spirit of high responsibility to respond to the policies as well as the actual needs of the Ministry, the Royal Government and the entire national society.

Please note that this training course focuses on system orientation M&E goes beyond simple reporting to “manage for results” and focuses on measuring the results chain, aligning and improving policy measures to provide quality information for sound decision-making based on sound science and evidence.

The training further highlighted the definition, measurement and assessing the progress of implementing quantitative and qualitative indicators to ensure that the data is clear and reflects the real results of implementing the strategic plan, with the use of new functions of the digital system that allow each specialized unit to update and report on progress more easily, more flexibly and more quickly, in line with the actual situation. At the same time, the training course also re-examined the strategic plan structure, which includes 5 technical strategies and 1 supporting strategy of the NDRC. Each strategy is divided into priority programs, action clusters, and concrete actions.
