Preah Vihear Province: On April 23, 2026, Mr. Prak Sovann, Chairman of the Provincial Council, and Mr. Kim Rithy, Governor of the Preah Vihear Provincial Government, were invited to attend the plenary meeting of the Cabinet via the online system.

This important meeting Under the high chairmanship of His Excellency Mr. Hun Manet, Prime Minister of the Kingdom of Cambodia, to review and decide on five strategic agendas that are fundamental to national development.

In this meeting, the Royal Government promoted discussions on important legal and policy documents, including:
1. National Financial Stability: Review of the draft medium-term public financial framework for 2027-2029 to ensure budget balance and sustainable long-term national economic growth.
2. National Defense: Discussion on the draft law on military conscription, a new mechanism to strengthen the national defense sector and train young people to be patriotic and disciplined.
3. Public Investment: Review of the draft three-year public investment program for 2027-2029, which focuses on building infrastructure and basic development across the country.
4. Vision for a Mine-Free Cambodia: Decision on the draft National Mine Action Policy 2026-2035 to continue the mission to clear all mines from Cambodian territory, increasing safety and agricultural land for the people.
5. Migrant Workers Protection: Review of Progress Report on Implementation of Intervention Measures to Assist Former Workers Returning from Thailand to Increase Local Employment Opportunities and Retraining Skills.

The participation of Preah Vihear provincial leaders in this meeting demonstrated their high level of attention to effectively linking national policies to sub-national implementation, especially in economic development, security strengthening and improving the living standards of the people in Preah Vihear province itself.

The plenary meeting of the Council of Ministers is the highest decision-making mechanism of the Royal Government of Cambodia. The launch of the National Mine Action Policy 2026-2035 is a positive signal to the international community, demonstrating Cambodia’s commitment to becoming the first country to successfully clear mines after the war.
