Phnom Penh: The Ministry of Labor and Vocational Training organized a publicity meeting on the “Standard Operating Principles for Inter-Ministerial Inspection in the Manufacturing Sector” in enterprises and factories on April 23, 2026, under the chairmanship of Mr. Som Chamnan, Secretary of State, High Representative of Mr. Heng Sour, Minister of Labor and Vocational Training and Chairman of the Inter-Ministerial Inspection Team.

This important meeting was also attended by representatives of the Ministry of Environment, representatives of the Ministry of Industry, Science, Technology and Innovation, as well as leaders and experts from the Ministry of Labor and Vocational Training.

On that occasion, Mr. Som Chamnan said that this inter-ministerial publicity meeting is a preparation for the inter-ministerial inspection in the manufacturing sector, which will begin to be implemented from the second quarter of 2026 onwards. The operation will target factories and enterprises in the export-oriented manufacturing sector, particularly textiles, garments, footwear, travel products and bags, located in Phnom Penh and five priority provinces: Kandal, Kampong Speu, Takeo, Svay Rieng and Preah Sihanouk.

The Secretary of State further stated that the inter-ministerial inspection mechanism is part of the Royal Government’s radical administrative reforms aimed at promoting better conditions for doing business in Cambodia, reducing disruptions to business owners, and increasing work efficiency.

Please note that Institutions that are members of the inter-ministerial inspection group in the industrial sector include: the Ministry of Labor and Vocational Training, the Ministry of Environment, and the Ministry of Industry, Science, Technology, and Innovation. As the leading and coordinating ministry of this mechanism, the Ministry of Labor and Vocational Training has achieved many achievements in contributing to the development and promotion of better working conditions.
