Phnom Penh: The Ministry of Interior has been closely monitoring and investigating the case of Colonel Khieu Songchansothea, who used his power to threaten to handcuff the other party and send him to prison after a traffic accident in Chbar Ampov District, and also showed more e-cigarette activities in public places.

Speaking to the Deum Ampil Press Center, Mr. Touch Sokha, deputy spokesman for the Ministry of Interior, said, “The ministry’s leadership has seen it. We have been following this case closely and are examining it thoroughly.”

It is worth noting that a highly respected police officer used his power to threaten to handcuff the other party and send him to prison after a traffic accident in Chbar Ampov District

Phnom Penh: There is shock and strong criticism over the actions of a police officer known to be highly respected, Khieu Sokchansothea, the deputy director of the department, who used his words and power to threaten to handcuff the other party and send him to prison in a traffic accident case, while negotiations have not yet reached a resolution.

The incident occurred at 11:49 p.m. on April 23, 2026, along National Road 1 near the “Roussey Sros” restaurant in Niroth Sangkat, Chbar Ampov District, Phnom Penh.

Incident story:
According to sources at the scene, a police car (owned by the above-mentioned police officer) was parked on the right side of the road before the incident. At the same time, a man who was known to have just come out to eat and drink drove his car into the back of the police car, causing damage to both sides.

What made the public angry was that when both parties came to negotiate, the owner of the police car, a highly respected officer, did not use peaceful means or based on road traffic laws, but instead used strong words, threatened to beat the driver and send the perpetrator to prison immediately.

This act of power abuse, abuse of power, and use of force has caused the public who followed the incident to express great dissatisfaction, while as law enforcement officers, they should be the ones to maintain calm and let the traffic police do the measuring and coordinating according to the procedure.

The public is waiting to see what the legal action will be in this case? While the other party has been seriously threatened by the officer. Is using power to threaten to put people in prison in person like this a proper act according to the police code of conduct?

Currently, both vehicles have been taken to the intervention of the police to continue the legal procedure.
