Ministry of Labor and Tianjin University of China discuss expanding cooperation on artificial intelligence (AI) training in Cambodia

Phnom Penh: Mr. Heng Sour, Minister of Labor and Vocational Training, received a courtesy call and working discussion with Mr. Zhang Danyang, Rector and a delegation from Tianjin Sino-German University of Applied Sciences (TSGUAS) on the afternoon of April 24, 2026 at the Ministry’s Office to update on the progress of past cooperation as well as exchange ideas on expanding new cooperation, especially on developing technological skills in the field of artificial intelligence (AI).

On that occasion, the Minister warmly welcomed Mr. Zhang Tanyang and the delegation who came to pay a visit, as well as thanked and highly appreciated the achievements of cooperation between TSGUAS University and the National Polytechnic Institute of Cambodia (NPIC) of the Ministry of Labor and Vocational Training through the signing of the MoU in 2016, which brought modern technical equipment, the launch of the Mekong-Langchang Education and Training Center, and the introduction of skills in mechanical technology, electrical technology, telecommunications technology, as well as the development of trainer capacity and many lessons.

Meanwhile, the Minister emphasized that this cooperation is a testament to the strong friendship between Cambodia and China within the framework of the “Belt and Road” initiative, demonstrating a shared commitment to promoting the sustainable development of Cambodia’s human resources, infrastructure, and economy. At the same time, he also considered the current meeting as an important opportunity to continue to strengthen and expand the scope of cooperation between the two sides to be deeper and more comprehensive.

In response, Mr. Zhang Tanyang deeply thanked the Minister for spending valuable time in the fruitful discussion and exchange of views. It also presented a long-term visionary work strategy for developing human resources in Cambodia. He recalled the history of the establishment of TSGUAS University, which cooperated with advanced countries such as Germany to become a leading university in training other countries, and also praised the cooperation over the past 10 years with NPIC.

For the next step of cooperation, TSGUAS University plans to provide training and share experiences in AI and other new technologies with NPIC free of charge and jointly create lessons on AI to high standards in line with the principles of the Ministry of Labor and NPIC, successfully becoming a “model” for other universities in Cambodia. On the other hand, Mr. Zhang Tanyang also initiated a “collaboration” on the development of national AI courses to attract universities to join in cooperation, aiming to promote and expand this cooperation model to other countries in the Mekong River region.

Mr. Heng Sour Fully support these initiatives, hoping that TSGUAS University will capture all the important points of the lessons to teach Cambodian students in a short time about new science and technology. His Excellency said that Cambodia wants to become a leading country or a center that can share experience and knowledge with countries in the region, while AI has now become an indispensable tool that plays an important role in all fields and professions, from the production chain to the agricultural sector.

Mr. Heng Sour also thanked TSGUAS University for its efforts and active spirit of cooperation in technical skills training in the past, which has yielded fruitful results. Through this important and far-reaching meeting, both parties firmly believe that TSGUAS University and NPIC will continue to strengthen and expand cooperation to further enhance the momentum of training more students to meet market needs.
