Phnom Penh: Prime Minister Hun Sen said that restructuring institutions and departments is not about hating anyone, but about organizing people based on work results and structure.

Samdech Prime Minister Hun Sen made the remarks on the occasion of presiding over the official inauguration of the new headquarters building of the General Department of Taxation of the Ministry of Economy and Finance on Thursday morning, May 21, 2026.

Samdech Prime Minister Hun Sen continued that so far, the Ministry of Public Service, which is the reform committee, has reformed 16 ministries and institutions, and plans to restructure and reduce 3 general departments and 30 departments in other ministries and institutions.

The Prime Minister added that the principle of reform is not new, nor did it just start after the war, but the Royal Government has implemented all state institutions by implementing these reform measures since the beginning of the mandate.

The Prime Minister said, “So, the reorganization of ministries and institutions, for example, the Ministry of National Defense, and some of them, they are making adjustments, hating this person, cutting them off, is not the case. We organize work results and organize people based on work results and work structures and procedures.”

On that occasion, Prime Minister Hun Manet also said that all efforts to achieve these achievements are not easy, as the Royal Government needs revenue to implement policies and strategies to develop the nation, maintain stability in living standards, and improve the well-being of the people. And, in order to raise revenue, the private sector must also participate.
