Phnom Penh: Dr. Kuoch Somean, Secretary of State, High Representative of Mr. Heng Sour, Minister of Labor and Vocational Training, presided over the opening ceremony of the national consultation workshop on the “Study Report on the Ecological Review of Child, Elderly and Disabled Care Policy in Cambodia” with the participation of representatives of the Ministry of Women’s Affairs, international labor organizations and many other relevant parties on the morning of May 21, 2026 at the Sun & Moon Riverside to share the results of the study report, discuss and gather input from all stakeholders on recommendations and directions for further implementation, aiming to make the report more qualitative and usable as a basis for building a modern, effective and sustainable care policy ecosystem in Cambodia to support economic development that takes into account well-being and removes barriers for people with disabilities, women, the poor and vulnerable groups to access opportunities and participate equitably in the labor market.

On that occasion, Dr. Kuoch Somean emphasized that care work is not an ordinary social burden, but is a strategic foundation for promoting economic growth, human resource development, and promoting gender equality in the labor market. In line with the Pentagon Strategy-Phase 1 of the 7th mandate Royal Government led by His Excellency President Hun Manet, Prime Minister of the Kingdom of Cambodia, building a modern care system is a priority task to respond to the real needs of citizens of all classes.

Secretary of State It was emphasized that the Ministry of Labor and Vocational Training has been actively accelerating the implementation of social protection mechanisms by encouraging the establishment of nurseries in enterprises and providing full protection to mothers and young children. In addition, the Ministry has strengthened the implementation of the contributory pension system to ensure income security for the elderly and continue to promote equitable employment opportunities for people with disabilities through the implementation of quotas, recruitment based on non-discrimination and respect for dignity.

Secretary of State He expressed his strong hope that the results obtained from this workshop will be valuable inputs for building a more resilient and sustainable care ecosystem in Cambodia.

At the same time, he also highly appreciated the cooperation from international labor organizations and all development partners who have actively contributed to promoting Cambodia Moving towards economic development that fully considers social welfare, in line with the Royal Government of Cambodia’s Vision 2050.
