Ministry of Tourism and Hainan Provincial People’s Administration to Sign MoU on Tourism Cooperation to Promote Promotion

Phnom Penh: The Ministry of Tourism of the Kingdom of Cambodia and the People’s Administration of Hainan Province will sign a Memorandum of Understanding (MoU) on practical and fruitful tourism cooperation to promote tourism promotion and increase mutual tourist arrivals.

On May 21, 2026, Mr. Huot Hak, Minister of Tourism, led a delegation and the private sector to hold high-level and in-depth discussions and exchange views with Mr. Liu Xiaoming, Governor of Hainan Province of the People’s Republic of China, and his colleagues on the implementation of strengthening and expanding tourism cooperation between Cambodia and Hainan Province to be more practical and fruitful in Haikou, Hainan Province.

During the discussion, Mr. Liu Xiaoming, Governor of Hainan Province, warmly welcomed the working visit of the Minister and senior leaders of the Ministry of Tourism and the private sector to Hainan Province and expressed great interest in Cambodia’s peace, political stability, development in all sectors and tourism potential, especially famous cultural, historical and natural tourist destinations such as Angkor Wat and the coastal area, which can attract more Chinese tourists.

The governor also highlighted the economic situation of Hainan Province with its attractive tourism potential and the unique characteristics of a free trade port, which is currently unique in China, as well as the goal of turning Hainan Province into a hub for connecting provinces in China and Cambodia, as well as other countries in the region.

Through the fruitful meeting, the two sides agreed to examine the possibility of signing a Memorandum of Understanding (MoU) on tourism cooperation between the Ministry of Tourism of Cambodia and the People’s Administration of Hainan Province to be concrete and in-depth in order to strengthen and expand tourism cooperation more effectively and to achieve mutual benefits. In addition, promoting direct flight connections between Hainan and major Cambodian tourist destinations, especially Phnom Penh, Siem Reap and Sihanoukville, to increase the convenience of tourists and strengthen people-to-people exchanges, and encouraging meetings between the private sectors of Cambodia and Hainan to organize tour packages were also raised and agreed upon.

During this fruitful meeting, the Minister also requested the Hainan side to help promote and publicize Cambodia’s tourism potential to the Chinese people, especially the people of Hainan Province, through media outlets, tourism forums and travel companies to attract more Chinese tourists to Cambodia. He also proposed to promote the organization of a study tour (FAM Trip) for travel companies, journalists, content producers and KOLs from Hainan Province to visit Cambodia to promote Cambodia’s tourism potential to the Chinese market more broadly.

It should be noted that Hainan Province is an important international tourist destination in China, with high potential in coastal tourism, culture and leisure tourism. In recent years, Cambodia and Hainan Province have continued to strengthen cooperation in tourism through joint promotion, flight connections and exchange of visits between the two sides.
