Phnom Penh: Mr. Heng Sour, Minister of Labor and Vocational Training, invited to chair the 4th meeting of the signatories of the Memorandum of Understanding on the Better Factories Project in Cambodia 2023-2027, with the participation of signatories including representatives of the Ministry of Commerce, representatives of the Textile, Apparel, Footwear and Travel Products Association of Cambodia (TAFTAC), representatives of the International Labor Organization (ILO), and representatives of trade unions as observers, on the afternoon of May 28, 2026 at the Ministry’s office, to review and assess the progress of the implementation of the Memorandum of Understanding on the Better Factories Project in Cambodia and preparations for the preparation of the Memorandum of Understanding for 2028-2032, as well as continue to strengthen cooperation between the signatories of the Memorandum of Understanding.

Through this meeting, the signatories of the Memorandum of Understanding highly appreciated the achievements of the project implementation and confirmed their support for the priority directions of the Better Factories in Cambodia project for 2027 and their readiness to prepare the Memorandum of Understanding for 2028-2032, focusing on key priority tasks, including the promotion of occupational safety and health, working conditions, freedom of professional organization, social security, social dialogue, and the promotion of digital wage payment.

The Minister highly appreciated the efforts and achievements of the Better Factories Project (ILO-BFC) working group, which also included the support of the Ministry of Commerce and the TAFTAC Association for their collaboration, support, and participation in the implementation of the Memorandum of Understanding in the past, which has achieved good results, improving the respect for working conditions and increasing the attractiveness and promoting the culture of compliance and prestige of Cambodia as a reliable source of supply for brand owners and buyers.

At the same time, the Minister also emphasized the important role of employers’ associations and unions in promoting the attractiveness of the textile, garment, footwear, and travel and bag sectors, as well as related sectors in Cambodia, in ensuring the harmonization of professional relations through capacity building for administrative and human resource personnel in enterprises, companies, factories, union leaders, staff representatives, and relevant parties.
