Phnom Penh: Ms. Sovann Vannarath, Permanent Secretary of State, High Representative Mr. Heng Sour, Minister of Labor and Vocational Training and Chair of the Inter-Ministerial Working Group in Charge of Promoting the Implementation of Cambodia’s Roadmap for the Global Catalyst on Decent Work and Social Protection for a Just Transition, chaired a workshop on “Expanding the Scope of Social Security Implementation and Promoting Access to the System for Workers” on the morning of July 22, 2026 at the Cambodiana Hotel. The workshop, attended by representatives of ministries, relevant institutions, development partners, international organizations, the private sector, employers, unions, workers and many other stakeholders, aims to promote and raise awareness of Cambodia’s roadmap, strengthen multilateral cooperation towards expanding social security coverage and accelerating the promotion of entry into the system, especially for workers in the informal economy and the self-employed.

On that occasion, Ms. Sovann Vannarath said that the Royal Government had approved the Cambodian Roadmap for the Global Catalyst on Decent Work and Social Protection for Just Transitions 2025-2028 as a strategic framework to promote the implementation of this initiative, in line with the Pentagon Strategy-Phase I and Cambodia Vision 2050, focusing on creating decent jobs, developing skills, expanding social protection, promoting economic inclusion, and building a conducive labor market under the principle of “leaving no one behind.”
