Phnom Penh: Mr. Heng Sour, Minister of Labor and Vocational Training, presided over the inauguration ceremony of Mr. Chin Tara as Director of the National Technical Training Institute (NTTI) and Mr. Tan Kosal as Director of the National Polytechnic Institute of Cambodia (NPIC) on the morning of August 7, 2026 at the Ministry’s office, with the participation of ministry leaders, leaders of the General Department of Technical and Vocational Education and Training, and directors and deputy directors from all 37 technical training institutions under the ministry.
Speaking on the occasion, the Minister warmly congratulated Mr. Jin Tara and Mr. Tan Kosal, who have received the trust of the Head of the Royal Government as well as the leadership of the Ministry, as they are capable enough to continue leading and reforming the two institutes to further develop and grow in both quantity and quality. At the same time, Mr. Heng Sour also expressed his appreciation and gratitude to Mr. Bun Phearin, former director of NPIC Institute, and Mr. Yor Sothy, former director of NTTI Institute, who have led the two institutes to achieve many achievements and works.

The Minister strongly believes that the new leadership, with the participation of all officials, staff and teachers, will make the two institutes the leading TVET institutions in the region and a center of excellence, creating new achievements and training quality human resources in line with the high-level recommendations of His Excellency Prime Minister Hun Sen.
He emphasized that the commitment and participation of all TVET institution leaders is a contribution to making the TVET sector play a more important role in building skilled human capital, technology and innovation to support Cambodia’s economic and social development and attract foreign direct investment.
