Phnom Penh: Deputy Prime Minister Sar Sokha, Minister of the Ministry of Interior, has urged officials to use the manual on victim identification procedures as a foundation for strengthening justice in relation to human trafficking crimes.

The manual on guidelines on the forms and procedures for identifying victims of human trafficking to provide appropriate services was officially launched on the morning of August 10, 2026, chaired by Mr. Sar Sokha.

On that occasion, the Head of the Ministry of Interior considered this book as a procedure and an important means for providing justice to victims. Through this, victims will receive attention, rehabilitation services, physical health services, mental health and social services, integration, legal services and repatriation, etc.

He said that this book will be a clear procedure in identifying and distinguishing between real victims who need to receive care, protection and support and real perpetrators who need to be confronted and punished according to the law in force. The Minister of Interior also expressed his strong hope that this new manual will contribute significantly to improving the effectiveness of combating cross-border crimes, especially human trafficking and online scams in Cambodia, in line with the will and strategic direction of the Royal Government, under the energetic and wise leadership of His Excellency President Hun Sen, Prime Minister of the Kingdom of Cambodia.

He also sent a message urging all relevant authorities, authorities and officials who are responsible for using this guideline to receive proper and complete training before putting it into practice, and to use it in a unified manner, with a spirit of close cooperation and consistent adherence to roles, duties and professional ethics for the benefit of the real victims and as a basis for identifying and finding perpetrators to be punished according to the law in force without exception.
