Phnom Penh: As of September 2026, 4,834 Cambodians and foreigners involved in cybercrime cases have been arrested and detained in 23 correctional centers and prisons across the country.
Not only civilians, but also 77 National Police officers have been punished by the Ministry of Interior according to the level of the crime committed. This was highlighted by Touch Sokha, deputy spokesperson for the Ministry of Interior.
According to the deputy spokesperson, among the nearly 5,000 detainees, there are 491 Cambodians and 4,343 foreigners from 27 different nationalities.
The detainees are divided into four clear categories: 1) 4,168 accused, who are the victims of final charges from prosecutors at the provincial and municipal courts; 2) 441 accused, who are under investigation and control. The third category is 194 convicted persons who have been sentenced by the trial judge, but the verdict has not yet become final because the parties still have the right to appeal through the law. The fourth category is 31 convicts who have been sentenced to prison or fines as determined by the court.
Regarding the location of detention, the deputy spokesperson of the Ministry of Interior highlighted that among the 23 prisons and correctional centers across the country, 5 prisons have the highest number of detainees involved in technology fraud, including Svay Rieng Provincial Prison in first place, followed by Preah Sihanouk Provincial Prison, Banteay Meanchey Provincial Prison, Correctional Center 1 (M1), and Koh Kong Provincial Prison.
Next, let’s go into detail about the cases of National Police officers who have been disciplined for technology fraud. Mr. Touch Sokha mentioned strict internal disciplinary measures, including for minor or serious cases, the ministry has implemented disciplinary sanctions in accordance with the “Proclamation on Disciplinary Actions of the Cambodian National Police 2024”, such as the first warning, reduction in rank, suspension of work and temporary salary, up to revocation or termination of position and expulsion from the framework.
Specifically, for any officer with serious involvement leading to criminal offenses, Mr. Touch Sokha added that the authorities have also filed a case and sent it to court to handle it according to the legal procedures in force, without exception.
