Phnom Penh: On April 6, 2026, Cambodia launched the “Program for Cooperation between Research and Development and Business to Promote Innovation in Climate Technology Entrepreneurship,” a regional initiative based on investment aimed at supporting climate technology businesses to expand their operations through global partnerships, technology transfer, and financing.
With funding from the Green Climate Fund (GCF) through the implementing agency, the Korea Development Bank (KDB), this program supports enterprises that are ready to receive investment and present concrete solutions to scale up and enter new markets.
The program will be jointly implemented by the Global Green Growth Institute (GGGI), NH Investment and Securities, NH Absolute Return Partners, and the Korea Development Bank. The Ministry of Industry, Science, Technology and Innovation and the Ministry of Environment represent the government parties leading the program’s implementation in Cambodia.
Mr. Hem Vanndy, Minister of Industry, Science, Technology and Innovation, stated, “Small and medium enterprises still play a key role in Cambodia’s economy, and transforming these enterprises into competitive, technology-based businesses requires investment capital, advanced technology, and strong partnerships both domestically and internationally. This program directly supports these efforts by promoting innovation and co-investment, which will enhance entrepreneurial capacity and drive a more competitive green economy.”
Dr. Eng Sophal, Minister of Environment, remarked, “This initiative is an important step toward achieving national climate goals and protecting our natural resources. We are committed to supporting new technologies that can build a clean, green, and sustainable future for all people.”
A key element of this program is the Climate Technology Entrepreneurship Fund, an investment mechanism with a target capital of 200 million US dollars, including 83.75 million US dollars in first-loss financing provided by the Climate Technology Entrepreneurship Fund to reduce investment risks from the private sector.
