The Ministry of Labor has announced the implementation of the Recognition of Prior Skills (RPL) for former Cambodian workers from Thailand. The Royal Government will pay for the testing on their behalf, in order to convert the work experience of former workers from Thailand into official skills certificates.

Phnom Penh: Following the high-level recommendations of His Majesty the King, Prime Minister of the Kingdom of Cambodia and to participate in developing skills as well as encouraging former workers from Thailand to receive official skills recognition, the Ministry of Labor and Vocational Training on the morning of April 24, 2026 announced the implementation of the “Recognition of Prior Skills (RPL) for former Cambodian workers from Thailand” with the Royal Government paying for the testing on their behalf to receive official skills certificates.

The first phase of testing was conducted in the capitals and provinces of the six destinations (Phnom Penh, Battambang, Banteay Meanchey, Siem Reap, Takeo and Svay Rieng) and the program was announced to be implemented from April 24, 2026 onwards at the Phnom Penh Technical and Vocational Education and Training Park (Tuk Thla), with the participation of ministry leaders, representatives of construction companies, organizations and development partners, including many stakeholders.

Mr. Pok Pan, Secretary of State and High Representative of Mr. Heng Sour, Minister of Labor and Vocational Training, personally inspected the previous Recognizing Skills (RPL) test and advised all candidates to do their best and comply with the test conditions to win. The main purpose of this test is to transform the work experience and skills you gain from practical work abroad into an official certificate of recognition that can be used to find better job opportunities and earn higher incomes.

From April 24, 2026, the Royal Government will pay for RPL testing services on your behalf in eight professions in the construction sector, including Masonry work (bricklaying and plastering), tiling, formwork installation, plumbing installation, electrical installation in buildings, scaffolding work, steel wire installation and electrical welding.

As for the actual RPL test process, on the 24th, a total of 149 candidates participated in the test, and a total of 75 assessors participated in the test. The figure comes from the private sector and is conducted smoothly according to the set technical standards to ensure transparency, efficiency and trust from all stakeholders.

As a result, a total of 149 candidates took the test, of which 136 candidates received professional qualification certificates and 13 candidates Receive a certificate of credit.
