Kandal: The 19.83-kilometer section of National Road 23 from the Koh Thom Bridge to Loek Dek District in Kandal Province was officially inaugurated under the chairmanship of Deputy Prime Minister Aun Pornmoniroth, Minister of Economy and Finance, on the morning of April 27, 2026.

The ceremony was also attended by Mr. Peng Purna, Minister of Public Works and Transport, Ms. YASMIN SIDDIQI, Country Director of the Asian Development Bank in Cambodia, members of the Senate, the National Assembly and the Royal Government, provincial governors, leaders of ministries and provincial departments, and many citizens.

The section of National Road No. 23 is 19.83 kilometers long, starting at kilometer 34+400 (from the base of Koh Thom Bridge) in Chroy Takeo commune, passing through Loek Dek commune, Koh Thom district, to Peam Raing commune, Loek Dek district (connecting with National Road No. 14) at kilometer 54+233 of Kandal province. The project has a road width of 11 meters, a type of AC asphalt road, 8 cm thick, with lanes for cars and bicycles (2 lanes each way).

The project includes the construction of three bridges with a total length of 116.40 meters. Installation of all types of drainage channels, 48 across the width of the road and 8 along the road canals, with a total length of 2,342 meters, installation of 80 solar LED lights, as well as installation of signs, markings, kilometer posts and safety posts according to road technical standards.
In addition, this project also includes the construction of a roundabout at the intersection of the road down from the Koh Thom Bridge to facilitate and safely divert traffic.

It should be noted that the construction site of National Road 23 was opened on June 20, 2023, under the chairmanship of Deputy Prime Minister Aun Pornmoniroth, Minister of Economy and Finance.
