Minister Heng Sour leads a meeting to promote work progress and promote the effectiveness of implementation in the fields of labor, social security, and vocational training

Phnom Penh: On May 20, 2026, at the Ministry of Labor and Vocational Training, Mr. Heng Sour, Minister of Labor and Vocational Training, presided over a seminar on promoting progress in the fields of labor, social security, and vocational training, with the participation of ministry leaders, civil servants, and many stakeholders, with the aim of further improving work efficiency.

On this occasion, Minister Heng Sour recommended that all subordinate officials pay close attention to discussing and resolving important agenda items such as the mismatch between skills and actual labor market needs, the assessment and recognition of prior skills (RPL) of former Cambodian workers who returned from Thailand, the development of new education pathways, public administration reforms, and the review and reorganization of some work structures to suit the current context.

At the same time, the Minister instructed to promote and expand the dissemination of the social security system of the National Social Security Fund (NSSF) more broadly and deeply to all directions to ensure that workers, employees, as well as the self-employed and family members, have a clearer understanding of the vast benefits of the social security system, both in terms of health care, occupational risks, and pensions. This is to bring the government’s social protection services closer to the people, aiming to promote well-being, stabilize livelihoods, and reduce poverty to the maximum.

Meanwhile, the Minister emphasized vocational and technical training programs for young people from poor and vulnerable families 1.5 Millions of people must be ensured that students acquire real skills in line with market needs, and upon graduation, they will have jobs and receive decent wages. He also promoted the mobile training mechanism through mobile vehicles to go directly to the grassroots, which must follow the concept of technical skills and people-oriented skills to make things easier for citizens.

In addition, the Minister gave instructions to encourage increased attention to widely publicizing the Ministry’s Hotline, of which 1297 is for coordinating and finding a job, while the number 1286 is for intervention and resolving various labor disputes. He also reminded that all work practices must be based on the principles of equality and equity.

On this occasion, Minister Heng Sour recommended paying close attention to skills training and skill matching in line with the actual needs of the labor market, as well as promoting the provision of employment services by the National Employment and Employment Agency (NEA) to be more effective. At the same time, we must increase our attention to workers and employees in factories and enterprises, both within and outside the economic system, with the aim of resolving all challenges and requests in a timely manner. As for the protection of migrant workers, especially former workers from Thailand, more attention must also be paid.

Although in the past, the achievements of the work should be proud of, in response to the recommendations of the Minister, leaders and all subordinate civil servants of the Ministry of Labor and Vocational Training Showed strong commitment to fulfilling work duties by striving to improve work efficiency according to the Minister’s high-level recommendations to better serve the interests of the national society and the people.
