Phnom Penh: Cambodian Prime Minister Samdech Techo Hun Sen said the reform of skilled contract officers allows the government to decide to recruit qualified people to fill vacancies that require them.

At the official inauguration of the new headquarters building of the General Department of Taxation on May 21, 2026, Samdech Thibhotei Hun Manet mentioned the reform of the professional contract officer. The professional contract officer is to allow the government to recruit qualified and resourceful people from the private sector without having to go through the usual channels. This type of channel must be flexible to organize the work of officials according to their fields and skills.
The Prime Minister stated, “Now we have opened another channel and implemented it. I mentioned it at the beginning of my mandate, which is the reform of professional contract officers. This professional contract allows the government to take resources from outside without having to go through the normal channel. For example, a 30-year-old new officer, sometimes an officer who retires from a ministry or institution, has a high level when he goes to recruit additional officers, but takes lower-level officers for training.”
The Prime Minister continued, “So, in accordance with the law, the appointment of this new type of officer is allowed as a technical contract officer.” This means that when officials come to work in ministries and institutions, the necessary roles can be taken over immediately.
The Prime Minister added that previously the private sector sought officials from the state sector, but now the state seeks qualified officials from the private sector. The Prime Minister emphasized that the selection of officials for service is in line with actual needs.
