Phnom Penh: On July 8, 2026, Mr. Hem Vandy, Minister of Industry, Science, Technology and Innovation, met with Mr. Guangzhe Chen, Vice President for Planet of the World Bank, to review the progress of Cambodia’s water sector reform, strengthen sector governance, and accelerate the implementation of ongoing projects, aiming to achieve the goal of providing universal clean water in Cambodia by 2030.
The discussions focused on the Cambodia Water Security Compact, the establishment of an independent water supply regulator, the progress of World Bank-financed projects, and the expansion of water infrastructure to support the rapid growth of Cambodia’s industrial sector.
“We are not just talking about public health or improving the livelihoods of citizens,” said Hem Vandy. Improved water supply services are a critical foundation for Cambodia’s economic transformation, especially in rural areas. We are committed to reforming the sector.”
The Minister highlighted the government’s efforts to establish an independent water supply regulator, strengthen the capacity of public and private water operators, reduce non-revenue water losses, and expand infrastructure to meet the growing demand from citizens and industry while maintaining affordable services.
Mr. Guangzhe Chen reaffirmed the World Bank’s continued support for the water sector in Cambodia and commended Cambodia’s leadership under the Water Forward initiative.
Mr. Guangzhe Chen said, “Cambodia’s water security agreement is considered a good example that we can share with other countries. We have aligned priorities with Cambodia and stand ready to continue supporting Cambodia’s water sector reforms.”
The two sides agreed to continue to work closely to accelerate project implementation, strengthen water sector institutions, attract investment, and promote the implementation of Cambodia’s water security agreement under the Water Forward initiative.
