Phnom Penh: On the morning of July 14, 2026, at the Ministry of Rural Development, Mr. Chhim Saoky, Permanent Secretary of State, represented by His Excellency Mr. Chhay Rithsen, Minister of Rural Development, presided over the opening ceremony of a workshop on “Sharing Experiences in Detailed Design and Quality Control of Rural Road Infrastructure Construction”.
The workshop aims to strengthen and increase the capacity of technical officers of the Ministry and the Department of Rural Development, the capital, provinces, and all stakeholders on detailed design and quality control work to be more effective in developing rural road infrastructure in response to the growing demand and context of practical implementation. Taking advantage of the opportunity, His Excellency the Permanent Secretary of State spoke about the programs, policies, and five-pronged strategies of the Royal Government of the 7th term of the National Assembly under the wise and wise leadership of His Excellency the Prime Minister of the Kingdom of Cambodia, Mr. Hun Manet. The Permanent Secretary of State continued that in order to contribute to the implementation of the first phase of the Royal Government’s Five-Point Strategy, the Ministry of Rural Development has been implementing the National Policy on Rural Development 2025-2035, setting the vision of “building a prosperous, equitable and sustainable Cambodian rural society” by taking the five key strategies of the national policy as priority programs to achieve the Royal Government’s vision of becoming a high-income country in 2050.
Mr. Chhim Saoky emphasized that rural infrastructure plays an important role in facilitating travel, transporting agricultural products, and doing business, which are factors that drive economic growth in rural areas and make the national economy progress.
Therefore, to ensure the quality and efficiency of building resilient rural road infrastructure, technical standards, studies, detailed layouts, especially quality road construction, and inspections that are in accordance with technical principles and procedures are required.
In this sense, today’s workshop is really necessary to further enhance and strengthen efficiency and seek input from all stakeholders to promote and improve the quality of detailed design and supervision of rural road infrastructure construction.
