On the occasion of presiding over a lecture and sharing knowledge and experience on “Leadership and Innovation” to senior officials of the Royal School of Administration on July 16, 2026, Samdech Khuon Sudary expressed satisfaction and pride in the excellent results resulting from the implementation of the vigorous reform program of the National Assembly and the General Secretariat of the National Assembly, achieving many major achievements in line with the reform policy of the Royal Government to serve the interests of the nation and the people.
The Speaker of the National Assembly said that the process of reforming the National Assembly is not done randomly, but is based on examining and studying the root causes of problems to find systematic solutions. The strategy includes legal aspects, procedures, mindsets, work methods, capabilities, equipment and modern technology systems to improve workflow, increase efficiency and accountability through functional analysis and digital transformation. In particular, the long-term vision is to build the foundation towards an “e-Parliament” that requires a complete ecosystem of skills, procedures, data systems and cybersecurity.
The President emphasized that a strong work system but lacking capable people cannot move forward. In this regard, the National Assembly has carried out its internal reforms by strengthening both institutions and human resources simultaneously under the “learning by doing” approach, where officials not only receive knowledge, but must apply that knowledge directly, solve problems and contribute to reform. In practical implementation, this reform process is carried out at two levels: the National Assembly level and the General Secretariat level.
For the National Assembly level, the Samdech stated that the first task is to amend laws and key legal documents, including internal regulations of the National Assembly, amending decisions on the roles and responsibilities of committees, working procedures and procedures for the missions of various committees to ensure smooth processes and timely responses to changing social contexts.
