Phnom Penh: With the high approval of His Excellency President Hun Manet, Prime Minister of the Kingdom of Cambodia, Mr. Heng Sour, Minister of Labor and Vocational Training, led a delegation from the Ministry to attend a working meeting with the Senate Committees, Ms. Mean Sam An, Chairwoman of the Committee on Health, Social Affairs, Veterans, Youth Rehabilitation, Labor, Vocational Training and Women’s Affairs (Committee 8), Dr. Chhiv Yi Siang, Chairwoman of the Committee on Foreign Affairs, International Cooperation, Publicity and Information (Committee 5), and representatives of the Human Rights Committee, Complaints, Investigation and Inspection (Committee 1) on the morning of July 30, 2026 at the Solidarity Palace, with the participation of representatives of all 10 Senate committees and the Senate Secretariat, to understand the progress of the labor, social security and vocational training sectors.
This important meeting was held with the aim of strengthening the relationship, monitoring, supervision and cooperation mechanisms between the legislative and executive branches, as well as between the Ministry of Labor and the Senate, to promote the Cambodian labor, social security and vocational training sectors to be more competitive and in line with the regional and global context.
On that occasion, the Minister presented the progress of the work that the Ministry has strived to achieve in accordance with the first phase of the Pentagon Strategy, various policies of the Royal Government and the strategic plan for the development of the labor, social security, and vocational training sectors, especially the progress of implementing the 10-point recommendations of Samdech Akka Moha Sena Padei Hun Sen and the 10-point recommendations of Samdech Maha Bawortei Hun Manet, which have contributed to improving the protection of rights and benefits for workers both inside and outside the system, and have also contributed to making it more attractive to investors, leading to increased employment growth, and the growth of enterprises, companies, and factories has continued to increase to 47,494 enterprises by the first half of 2026, and workers in the system have increased to 2.3 million during the same period.
The ministry has successfully implemented intervention measures, providing jobs to a total of 650,000 former workers from Thailand. The Ministry also continued to pay high attention to promoting the harmonization of industrial relations, the competition movement, an enterprise as a peaceful community, improving working conditions, especially occupational safety and health conditions, and strengthening the effectiveness of the out-of-court labor dispute resolution mechanism, achieving a settlement rate of labor disputes at both the ministerial and arbitration council levels of 95.4%.
Meanwhile, the Ministry continues to expand social security coverage, continue to implement minimum wage increases for workers, strengthen the implementation of labor laws, strengthen collaboration with the private sector, expand TVET institutions, implement previous skills recognition tests, and develop human resources with skills, productivity, and high competitiveness that respond to labor market needs and investment, especially in the TVET sector, focusing on implementing 1.5 million programs in line with labor market needs, promoting digital public services, attracting investment that creates quality jobs, and increasing labor productivity and competitiveness.
Representatives of the 10 Senate committees praised and highly evaluated the remarkable progress made by the Ministry in implementing work in the fields of labor, social security, and vocational training, which are the backbone of the Cambodian economy, and provided some recommendations and comments so that the Ministry can continue to strengthen the effectiveness of work implementation, improve the quality of human resources, increase labor productivity, and increase the competitiveness of the Cambodian workforce.
