Phnom Penh: Recently, Mr. Aun Pornmonirath, Deputy Prime Minister and Minister of Economy and Finance, and Ms. Yasmin CDP, Country Director of the Asian Development Bank (ADB) in Cambodia, jointly signed a concessional loan agreement for the “Rapid Intervention for Stabilization of the Economy Program (RISE)” under the Countercyclical Support Facility (CSF) with a total financing amount of US$250 million.
According to a press release from the Ministry of Economy, the “RISE Program” aims to support the implementation of the “Comprehensive Intervention Program in Response to Multi-Crisis Situations” that the Royal Government has launched with the goal of creating jobs and employment, ensuring the stability of people’s livelihoods, and strengthening the resilience of Cambodia’s socio-economic system to respond to the ongoing negative impacts caused by the multi-crisis. and high uncertainty of the global and regional situation”.
The RISE program focuses on three key achievements: 1. Mitigating the temporary impact of sharp fluctuations in fuel prices on the economy; 2. Providing targeted financial assistance and supporting agricultural activities to vulnerable households; and 3. Accelerating the green transition to strengthen resilience and responsiveness to future energy crises. The financing for the “RISE program” under the CSF mechanism now is not only a valuable financial support but also a timely solution to help Cambodia’s economy overcome these difficult circumstances and maintain sustainable economic growth momentum.
Cambodia is the first member country to receive ADB support for the “RISE program”, which was approved by the ADB Board of Directors on July 30, 2026. and signed the loan agreement on July 31, 2026.
The Deputy Prime Minister also expressed his deep appreciation and gratitude to ADB President Masato Kanda for announcing the CSF intervention package, which is ADB’s rapid response to the crisis in the Middle East, and thanked the ADB Representative Office in Cambodia and the ADB mission team for working closely with the Royal Government in preparing and completing the procedures leading up to the signing of the agreement.
