Phnom Penh: Mr. Heng Sour, Minister of Labor and Vocational Training and Chairman of the National Minimum Wage Council, chaired the meeting of the National Minimum Wage Council, 4th mandate, year 2, to continue discussing the minimum wage for workers in the textile, garment, footwear, and travel and bag industries for 2027 on the morning of September 28, 2026 at the Ministry’s headquarters.

As of today, this is the fourth meeting, with a total of 14 discussions on minimum wage setting, including 4 tripartite meetings, 2 bilateral meetings between representatives of workers and employers, 1 bilateral meeting between representatives of employers and the Royal Government, 1 bilateral meeting between representatives of workers, employees, employees and the Royal Government, 4 internal meetings of representatives of workers, 1 internal meeting of representatives of employers, and 1 internal meeting of representatives of the Royal Government.

The parties concerned agreed to set today’s meeting as the final position-setting meeting.
In a spirit of unity, the members of the National Minimum Wage Council supported the reduction of the cost burden of workers and employees, but the methods of reducing the burden were different. Some members of the meeting, despite being well aware that wages in Cambodia are higher than in Cambodia’s competitors, proposed a method to reduce the burden on workers by requesting a further wage increase, while other members proposed a different method to reduce the burden on workers by keeping the figure the same or increasing it to an appropriate level to maintain the country’s competitiveness, maintain existing jobs, and potentially create new jobs for another member of the workers’ family.

As a result, the workers’ representatives, based on the majority opinion of their internal group, proposed an increase of US$15, equivalent to US$225, for the minimum wage in 2027. Separately, the employer representative proposed to maintain the minimum wage figure of US$210 for the 2027 minimum wage and maintain the travel allowance of US$2.5, in line with the spirit agreed on March 20, 2026.

The meeting agreed to set the date of the last tripartite meeting on September 30, 2026, starting at 9:00 a.m., to vote on the minimum wage for 2027.
