Phnom Penh: On the afternoon of April 22, 2026, the National Institute of Labor of the Ministry of Labor and Vocational Training and the English Language Bachelor’s and Master’s Degree Programs in Law (ELBBL & ELBML) of the Royal University of Law and Economic Sciences signed a Memorandum of Understanding (MoU) on cooperation in education, training and implementation of internships for students, under the chairmanship of Ms. Sovann Vannarath, Permanent Secretary of State, High Representative of Mr. Heng Sour, Minister of Labor and Vocational Training.

This memorandum will establish mutually beneficial cooperation between the two parties through the exchange of curricula and the organization of training courses on laws and legal regulations related to the fields of labor, social security, and vocational training to raise awareness of the implementation of working conditions, employment contracts, and the benefits of the social security regime in order to contribute to improving the readiness of students before entering the labor market.

Under this cooperation, the National Institute of Labor will provide opportunities for students to undertake work internships to gain practical experience in implementing legal regulations related to labor, social security, and vocational training.

Both parties believe that this cooperation will contribute to strengthening human resource capacity, improving the quality of education, and promoting the connection between the education and vocational training sectors and the labor market in order to respond to the needs of national socio-economic development, as well as making a significant contribution to improving the quality of human resources and increasing job opportunities for Cambodian youth.
