Phnom Penh: On May 25, 2026, Dr. Kuoch Somean, Secretary of State, High Representative of Mr. Heng Sour, Minister of Labor and Vocational Training, presided over the opening ceremony of the consultation workshop on “Student Progress Monitoring and Co-Design of the Learning Process”.

The workshop was organized to monitor the progress of the technical and vocational skills training program for 1.5 million youth from poor and vulnerable families, taking place from May 25 to 28, 2026 at the Fairfield by Marriott Phnom Penh Hotel, with the participation of representatives of various institutions and stakeholders.

On this occasion, Dr. Secretary of State stated that the four-day consultation workshop today focuses on four main objectives, including 1. Creating a common understanding under the analytical framework and key indicators of the monitoring study; 2. Reviewing and evaluating existing administrative data systems to identify opportunities for interoperability; 3. Strengthening coordination and defining clear roles and responsibilities between relevant institutions; and 4. Agree on a common approach, from selecting target groups to preparing action plans for implementation at various institutes.

The doctor stated that this workshop is also very important for the skills development agenda in Cambodia, at a time when the government is giving high priority to human capital development and improving labor productivity. The doctor emphasized that monitoring studies are not a stand-alone activity, but rather an important strategic tool for improving the entire Technical and Vocational Education and Training (TVET) system to shift management from assumptions to evidence-based decision-making. In addition, the ultimate goal is to ensure that all TVET institutions can implement this monitoring study as a regular institutional function to respond in a timely manner to labor market needs and strengthen sustainable education.
