Phnom Penh: Permanent Secretary of the Ministry of Public Service, Mr. Yuk Bunna, said that improving the civil service selection system is a key measure in line with the Royal Government’s five-pronged strategy, focusing on the principles of meritocracy, transparency and justice.

In the second reform forum on “Improving the official selection system” Mr. Yuk Bunna said that the reform of the official selection system follows the approach of “remaining with pride, failing with all your heart” and “choosing the right one, filling the right one, and keeping it”, with every examination process being strictly monitored by the Anti-Corruption Unit and the public to ensure high confidence.

He said that as a practical result, from 2024 to early 2026, the ministry organized 53 examinations for 10 institutions, with a total of approximately 290,000 candidates applying. Meanwhile, the ministry is also continuing to organize examinations for four additional institutions, including: the Ministry of Foreign Affairs, the Ministry of Justice, the State Secretariat for Border Affairs, and the selection of teachers based on employment agreements for the Ministry of Education, Youth and Sports.

For the second reform forum on “Improving the civil service selection system”, Mr. Yuk Bunna stated that it was organized with three main objectives: to provide comprehensive information to the public, to publicize the progress of the reform, and to provide opportunities to collect input and comments from all circles to improve the civil service selection system to be more effective in the future.
