Phnom Penh: The National Election Commission (NEC) on April 30, 2026, held a meeting under the chairmanship of Mr. Prach Chan, NEC Chairman, to review and decide on the minutes of the meeting on March 5, 2026, review and decide on 19 types of documents, instructions, decisions, report forms, and measures to address the impacts on citizens and geographical locations after the invasion of Cambodian territorial integrity by the Thai military for use in reviewing the list of names and voter registration in 2026.
The NEC meeting decided as follows:
1. Agenda 1: The NEC meeting agreed on the minutes of the NEC meeting on March 5, 2026.
2. Agenda 2: The NEC meeting discussed, revised and agreed on 19 types of documents, including the following:
- The Law on the Organization and Functioning of the National Election Committee and the Law on the Election of Representatives and the Law on Amendments to this Law
- The Law on the Management of Commune and Sangkat Administration and the Law on the Election of Commune and Sangkat Councils and the Law on Amendments to this Law
- The Manual on the Procedures for Filing, Receiving and Resolving Complaints for the Review of Voter Lists and Registration for 2026
- Decision to reject voter registration application (Article 1009)
- Political party agent identification card
- National election observer identification card
- Mobile national election observer identification card
- International election observer identification card
- Special guest identification card
- Application for registration of political party agents (Article 1007)
- Complaint (Article 1202)
- Summary of decision (Article 1203)
- Letter of invitation to the commune council
- Minutes of inquiry at the commune council
- Minutes of reconciliation meeting at the commune council
- Minutes of reconciliation meeting at the commune council
- Minutes of the meeting of the commune council
- Envelope for submitting all the decisions of the commune council approving the appeal (Article 1203)
- Envelope for submitting all the decisions of the commune council rejecting the appeal (Article 1203)

3. Agenda 3: The NEC meeting discussed, revised and agreed on:
- A letter of appreciation to His Excellency Dr. Sar Sokha, Deputy Prime Minister and Minister of the Interior
- Instructions on providing invitation letters to those named in the official voter list for the 2025 voter list review and registration for the 2026 voter list
- Calendar for providing invitation letters to those named in the official voter list for the 2025 voter list
- Four (four) types of report forms related to providing invitation letters to those named in the official voter list Voter List for the 2026 Voter List Review and Registration
- Draft Decision on Validation and Use of the 2026 Official Voter List.
4. Agenda 4: The NEC meeting reviewed and discussed the proposal of the NEC Secretariat requesting a decision in principle on measures to address the impact on the 2026 voter registration and voter list review process following the invasion of Cambodian sovereignty and territorial integrity by the Thai military, which impacts are as follows:
- Approximately 10,000 (ten thousand) voters
- A total of 28 polling stations
- A total of 18 villages in 11 communes, communes, and 6 cities and districts in Banteay Meanchey, Preah Vihear provinces and Oddar Meanchey Province.
In this case, the NEC meeting agreed in principle to the proposal of the General Secretariat, which requires the secretariats of the three provinces, commune councils, and voter registration teams to set up mobile voter registration offices and appropriate working hours in villages in communes and sangkats near their places of residence or near refugee centers to facilitate their visit to check the list and register to vote.
