Phnom Penh: Samdech Techo Hun Sen, Prime Minister of Cambodia, reiterated that the Victory and Victory Monument was built not to commemorate Samdech Techo Hun Sen alone, but to commemorate the heroism of all victory and victory political operators, that is, for the nation and all Cambodian people who participated in bringing Cambodians to stop killing each other and ending the civil war.

The remarks of His Excellency Hun Manet, Prime Minister of Cambodia and First Vice President of the Cambodian Veterans and Retirees Association, on the occasion of presiding over the 19th Cambodian Veterans and Retirees Day on the morning of May 15, 2026 at the Koh Pich Theater.

Speaking on this occasion, the King recalled that the Khmer people had been fighting internal wars for centuries, killing each other, but due to the coordination of win-win politics, the Khmer people stopped killing each other and united, until it was recorded in history by building monuments commemorating the win-win politics, by preparing inscriptions at many stages.

At the same time, the President also clarified the misconception that the stupa of the Win Win Monument is built to commemorate only Samdech Techo and top leaders, which is incorrect.

However, the Prime Minister also saw that Samdech Techo’s image was carved most clearly, but the Win Win Monument is a memorial to all the founders, leaders, and political operators who won, while these operators include all parties, from the top leadership to each soldier to each citizen who participated in making politics a success.

The President said, “But what I want to emphasize is that the memorial of the win-win policy refers to the entire Khmer nation, the entire Khmer people. Of course, this policy was established and initiated by Samdech Techo, the leadership and participation of the key operators above, all parties, but it is to commemorate all participants, including soldiers from all sides, including veterans here who have been through the war.”
