The Royal Government has launched the second phase of the five-year plan to accelerate the transfer of power to sub-national levels with greater quality.

Phnom Penh: The Government of Cambodia, through the National Committee for Democratic Development at the Sub-national Level, abbreviated as NCDDD. The committee announced the official implementation of the second five-year plan (2026-2030) of the National Program for Democratic Development at the Sub-national Level to continue to push forward deeper decentralization and decentralization reforms with the aim of improving the local economy and the quality of life of citizens.

On that occasion, Mr. Sar Sokha, Deputy Prime Minister, Minister of Interior and Chairman of the National Committee for Democratic Development at the Sub-national Level (NCDD), called on the public, development partners, civil society organizations and the private sector to support and implement the plan to achieve success.

The Deputy Prime Minister emphasized the need to accelerate the transfer of functions and funds, with relevant ministries and institutions pushing for the rapid transfer of functions and financial resources to sub-national administrations, as well as increasing the capacity training of local officials to ensure high accountability. While promoting a single-entry service, relevant actors must continue to focus on providing public services quickly, transparently, without discrimination, and openly allowing the public and civil society to participate in monitoring and supervision.

At the same time, Deputy Prime Minister Sar Sokha recommended strengthening inter-ministerial cooperation by increasing coordination between ministries and relevant institutions to ensure that development funds are used in the most targeted and effective manner. While considering reform as the core strategy, all actors must continue to target sub-national governance reform as the core of the Royal Government’s first phase of the Pentagon Strategy because it is directly related to the daily lives of citizens.

Please note that the launch of the second phase of the 5-year plan (2026-2030) is aimed at strengthening the sub-national governance system to be more capable, accountable, and accountable in responding to the actual needs of local citizens.
