Workshop on the Law on Anti-Technology Fraud for Labor Inspectors

Phnom Penh: On the afternoon of May 22, 2026, Mr. Lim Suyhong, Undersecretary of State, High Representative of Mr. Heng Sour, Minister of the Ministry of Labor and Vocational Training, presided over a seminar to promote the law on combating fraud through technology for labor inspectors and social security inspectors who participated in person at the Ministry of Labor and via Zoom from the Departments of Labor and Vocational Training in the capital and provinces, a total of approximately 500 people. The workshop was attended by Ms. Song Chhavan, Undersecretary of State, Mr. Nan Chanroeun, Undersecretary of State, and Ms. Son Sokhalyda, Royal Government Delegate and Director General of the General Department of Prosecution and Criminal Affairs of the Ministry of Justice.

Please note The workshop was jointly organized by the National Institute of Labor of the Ministry of Labor and Vocational Training and the General Department of Prosecution and Criminal Affairs of the Ministry of Justice with the aim of disseminating and strengthening understanding of the main contents of the Law on Combating Technology-Based Fraud, as well as enhancing the capacity of labor inspectors to prevent, curb, and respond to fraudulent activities using technology and online systems that may affect the labor, social security, and vocational training sectors, especially the protection of public order.

Speaking at the opening ceremony of the workshop, Mr. Lim Suyhong highlighted that technological advancements have provided many benefits to society and the economy, facilitating the performance of work or the provision of various services, but have also created risks of using technology for nefarious purposes, especially fraudulent activities through technology and social media, which require relevant officials to have sufficient knowledge and understanding to effectively enforce the law.

The Secretary of State also urged all participants to pay attention to the presentations, participate in discussions and exchange experiences in order to be able to apply the knowledge gained in effective and lawful supervision and inspection work, as well as to participate as the Royal Government’s staff in combating fraud through technology systems.

The Law on Combating Cybercrime was presented by Mr. Nan Chanroeun, Undersecretary of State, and Ms. Song Chaowan, Undersecretary of State, of the Ministry of Justice, to the seminar participants, who also learned more deeply.
