Phnom Penh: The spokesperson for the Royal Cambodian Military Police on May 23, 2026, issued an official press release after various social media posts and comments regarding the actions of the Royal Cambodian Military Police’s judicial police officers in executing the arrest warrant for two women on May 22.
According to a report from the judicial police, the execution took place at 12:00 noon on May 22, 2026 at L01 Street, House No. 138, Chip Mong 60M, in Chek District Village, Choeung Sangkat, Dangkor District, Phnom Penh.
Special forces from the Criminal Bureau of the Royal Cambodian Military Police In cooperation with the military police of Dangkor District, they executed the arrest warrants No. 185 A.Y.K. and No. 186 A.Y.K. dated May 20, 2026, of Mr. Chreung Khmao, Prosecutor of the Phnom Penh Municipal Court, to arrest the following suspects: 1. Men Sopheap, female, 35 years old, Cambodian nationality 2. Name: Ly Hour, female, 25 years old, Cambodian nationality
During the enforcement of the warrant, the two suspects not only refused to cooperate with the police force, who were wearing proper uniforms, but also used their phones to record the police activities, arguing that the police had no right to enforce the warrant on the street and accusing the police of acting completely illegally, using obscene language to mock that the police were cruel, accepting money from people to buy cars and stealing money from them, etc.
Regarding the facts of this incident, the spokesperson explained that before issuing the warrant from the prosecutor, the Phnom Penh Military Police correctly followed the preliminary investigation procedure based on the complaint of a female victim named Chhem Menghuong, who sued five people (three women and two men, including Men Sopheap, Ly Hour, At Sinat, Zhan and Nana) for the charges of “intentional violence with aggravated circumstances and theft with aggravated circumstances due to the use of violence”.
According to the victim’s account, on April 11, 2026, he and a close friend named Ajing went to a Sangkrant program at the house of an acquaintance named Danet, located at house number 64, Borey Pib Thmey, Sangkat Phlep Chek Karet, Khan Kambol. On that occasion, while she was walking to the bathroom, the five suspects suddenly walked in, namely, Zha Na, who was the videographer, Nana, who grabbed A Jing, and At Sinat, who grabbed both of the victims’ hands. Men Sopheap and Ly Hour beat her severely (there are photos as evidence), and stole an 8-carat diamond earring worth $27,000 before fleeing.
The spokesperson for the National Military Police emphasized that the actions of the military police officers were in accordance with the law.
However, the parties to the complaint also have the right to file a legal complaint if they find that the justice police officers have committed a mistake. And the officer must also be held accountable before the law.
Currently, the two suspects are under investigation and continuing procedures by the specialized forces of the Criminal Bureau of the Phnom Penh Military Police for further legal action.
