Phnom Penh: Mr. Heng Sour, Minister of Labor and Vocational Training, received a courtesy call and discussed work with Mr. Chen Xiangru, Secretary of the Party Committee of Guangxi Transport Technical and Vocational Institute (GTVTC), and was invited to witness the signing ceremony between GTVTC, the National Polytechnic Institute of Cambodia (NPIC), and Prasit Institute of Technology (PIT) on the afternoon of May 25, 2026 at the Ministry’s office.

The important meeting aimed to exchange views on the potential for cooperation between the three institutes in the field of Technical and Vocational Education and Training (TVET), especially on the development of skills in New Energy Vehicles (NEV) and transportation. The Agreement on Cooperation in the TVET Sector aims to enhance vocational education and training capacity, especially in automotive and NEV technology and related skills, through technical training and exchange of human resource training, development of common curricula and standards, and cooperative education between educational institutions and enterprises in training human resources to be highly skilled.

On that occasion The Minister warmly welcomed Mr. Chhin Seangro and his delegation, and highly appreciated the commendable achievements of the cooperation between the Ministry and the GTVTC Institute. He emphasized that Cambodia and China have a long and good historical friendship and close cooperation, which has contributed to the development of Cambodia, especially in the field of infrastructure construction. In addition, today’s meeting is a valuable opportunity to further expand cooperation in the TVET sector, which is evident in the signing of this agreement.

The Minister expressed his satisfaction and full support for expanding this cooperation, as this initiative is timely and can respond to real needs, especially NEV or renewable energy vehicles, which the Royal Government of Cambodia is promoting. The increasing use of this type of vehicle in Cambodia certainly requires the need for more training in maintenance and repair skills, and he urged the early implementation of the agreement, especially the training of many teachers to reach the master’s level in the NEV sector.

The Minister said that Cambodia has always considered the TVET sector as a key catalyst to boost labor productivity growth, supporting diversification. and promoting industrialization and expanding decent employment opportunities for youth. The Ministry of Labor and Vocational Training has always strived to strengthen the linkage between industry and TVET by promoting demand-based training, competency-based curricula, on-the-job learning, apprenticeship systems, and stronger cooperation between TVET institutions and enterprises.

In response, Mr. Chhin Seanro expressed his sincere gratitude to the Minister and the Ministry’s leadership for their continued support and expansion of cooperation in the sector. TVET also provided good recommendations that are a strong foundation for this partnership, and today’s achievement is what GTVTC has been waiting for for a long time to provide technical training and skills that meet Cambodia’s needs, especially in the NEV sector. He said that since 2022, GTVTC has trained a total of 36 Cambodian students, and currently 26 Cambodian students are continuing their studies in NEV technology, UAV Mapping Technology, and smart construction engineering technology, etc. He strongly hopes that this discussion and feedback will be an opportunity to share experiences on effective school management and resources, especially on the project to establish a joint center in the future to develop the NEV sector in Cambodia, and he is determined to promote the implementation of the training as quickly as possible.


The two sides expressed confidence that the valuable discussions and in-depth perspectives will provide a solid foundation for practical cooperation in the fields of NEV, automotive technology, transportation, and industry-oriented skills development for the benefit of both nations.
