UN supports NDC 3.0 financing strategy to protect forests and manage waste smartly in Cambodia

Phnom Penh: On Tuesday afternoon, June 2, 2026, Dr. Eang Sophallet, Minister of Environment, met with Ms. Vladanka Andreeva, UN Resident Coordinator in Cambodia. During the talks, the two sides agreed on a budget plan to respond to climate change and discussed new initiatives in forest protection and waste management.

On that occasion, the UN representative congratulated Cambodia for preparing the NDC 3.0 document in a comprehensive and comprehensive manner, with the participation of all parties and including children’s issues. and gender equality into this strategy.

However, to achieve the 55% emission reduction target by 2035 in line with the Paris Agreement, the UN representative proposed the establishment of a High-Level Committee, jointly led by the Ministry of Environment and the Ministry of Economy and Finance, to prepare the NDC 3.0 financing strategy. The committee will have the UN as the facilitator of a technical working group led by UNDP, in collaboration with other UN agencies (including UNICEF, FAO, WFP and UNIDO) and international financial institutions (IFIs) to prepare a framework to attract financing from the private sector and foreign partners.

In response, the Minister expressed his full agreement with this statement. He stated that working together across all sectors, especially the five priority sectors (energy, agriculture, forestry, chemicals and waste), is essential to reduce emissions by 55% by 2035, in line with the Paris Agreement.

At the same time, the Minister emphasized that the guiding principles of the Royal Government in this mandate are not only to achieve the final results of the project, but to focus on results that have a real and measurable positive impact on society and the environment.
