ARDB and Mekong Strategic Capital officially launch the Cambodia Climate Finance Program (CCFF)

Phnom Penh: On June 17, 2026, the Agricultural and Rural Development Bank (ARDB) in collaboration with Mekong Strategic Capital (MSC) organized a ceremony to officially launch the “Cambodia Climate Finance Facility (CCFF)” at Sokha Hotel, Phnom Penh, under the chairmanship of Mr. Ros Silva, Secretary of State, Ministry of Economy and Finance, as a high representative of His Excellency Dr. Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, with the participation of representatives of ministries and institutions, the National Bank of Cambodia, international development partners, banking and financial institutions, and other relevant private companies.

As a result, the CCFF, the first national climate finance program in Asia for the private sector, supported by the Royal Government of Cambodia through the Ministry of Economy and Finance and the Ministry of Environment, was officially launched with a capital of US$100 million approved by the Green Climate Fund (GCF), with the Korea Development Bank (KDB) as the Accredited Entity, ARDB as the Operator, and MSC as the Technical Advisor.

This important event achieved the following key outcomes and milestones:
(1). Officially launched the Cambodia Climate Finance Program and signed the CCFF Program Agreement.
(2). The program launched direct concessional green lending to green projects and wholesale lending to local financial institutions (LFIS) in five priority sectors: (1) Renewable Energy (2) Energy Efficiency. (3) Irrigation, (4) Agriculture, Forestry and Land Use, and (5) Transportation with Low Greenhouse Gas Emissions.
(3). The event was fruitful with presentations on the CCFF program and the qualifications of potential clients who can receive credit, as well as two panel discussions on the potential of the CCFF program to pave the way for green credit in Cambodia and the procedures and requirements for obtaining financing to prepare for the qualifications to apply for credit.

Finally, Mr. Ros Silva highlighted that the CCFF program is an important model for mobilizing private capital in line with the National Climate Targets (NDC 3.0). Meanwhile, in his closing remarks, Dr. Kao Thach expressed his strong commitment to promoting the most efficient credit operations.
