Phnom Penh: During the first three months of 2026, the General Secretariat of the Ministry of Interior received 419 complaints, including 23 duplicate complaints and 10 unsourced complaints.
Compared to the first quarter of 2025, the total number of complaints increased by 184 complaints, equivalent to 78%. This is according to a report from the General Secretariat provided to the Ministry of Interior spokesperson.
According to the report, these complaints include complaints from citizens to citizens, citizens to civil servants, civil servants to civil servants, citizens to units under the Ministry of Interior, and complaints related to the implementation of the roles and duties of civil servants. Including the remaining complaints, the General Secretariat has a total of 610 complaints.
After receiving the complaints and to have a basis for resolving them, the General Secretariat received 149 reports from relevant organizations. In order to have a clear basis for resolving them, the General Secretariat reviewed the handling of the complaints as well as the explanatory reports received from relevant organizations (of which there were 149 reports). The General Secretariat prepared a request for principles from the leadership of the Ministry of Interior to handle 295 complaints and 129 explanatory reports.
The report further stated that after receiving permission in principle from the leadership of the Ministry of Interior, the General Secretariat conducted inspections and investigations of 25 complaints and monitored the implementation of the Ministry of Interior’s notifications for 5 targets, equivalent to 16 S.C.N.
