Phnom Penh: On the morning of June 16, 2026, at the Ministry of Labor and Vocational Training, Mr. Heng Sour, Minister of Labor and Vocational Training, and Mr. Steven Pang Chee Wee, Ambassador Extraordinary and Plenipotentiary of the Republic of Singapore to Cambodia, were invited to witness the signing ceremony of a Memorandum of Understanding (MoU) between SG Aston LLP and the Cambodian Institute of Technology and Agriculture (CITA) on the establishment of a Training and Assessment Center for Construction Trainees (CITA-SGA TTC), opening a new chapter in the bilateral relationship between the two countries.

On that occasion, the Minister expressed his deep gratitude to the country and the Embassy of Singapore in Cambodia for their strong support and strengthening closer cooperation, especially in the development of skills in the labor sector. Clearly, this memorandum of understanding is the result of good relations, the efforts of the technical team, and mutual trust. Today’s signing ceremony goes beyond the formalization of the agreement between the two parties, and is a significant milestone in strengthening international cooperation in the areas of Technical and Vocational Education and Training (TVET), skills development, workforce readiness and human resource development.

The Minister said Singapore is a potential destination for skilled workers And this partnership will provide a clearer path for Cambodian workers to understand and meet Singapore’s high standards, especially regarding workplace safety, skills certification, and well-being. Furthermore, the partnership demonstrates a shared commitment to investing in people, skills and future opportunities, reflecting the belief that education and training are one of the most powerful tools for changing lives for the better, improving livelihoods and driving sustainable economic growth.

Please note that this MoU aims to establish a center for training and assessing the capabilities of construction workers and a new cooperation framework for the development and operation of the center in Cambodia. The significance of this MoU is to provide a diverse range of training courses that have been developed to meet industry standards and evolving workforce needs, particularly in the areas of Rebar and Formwork, with the potential to expand to other skills in the future.
