Phnom Penh: Mr. Chhay Rithsen, Minister of Rural Development, on the afternoon of May 8, 2026, allowed Mr. RAM Kishan, Director of Plan International for Asia and the Pacific, and colleagues to visit him to pay a courtesy call and discuss work.
At the outset, the Minister welcomed the Director and colleagues who had come to the event, as well as congratulated Mr. RAM Kishan on his new role as the Director of Plan for Asia and the Pacific.
The Minister briefed the delegates on the country’s development Under the shade of peace, under the wise and correct leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, the Father of Peace of Cambodia, former Prime Minister and current President of the Senate, and under the wise and continuous leadership of Samdech Maha Bovorathdei Hun Manet, Prime Minister of the Kingdom of Cambodia, through the launch of the first phase of the Pentagon Strategy, aiming to achieve the Cambodian Vision 2050 as a high-income country.
At the same time, the Minister also continued to highlight the achievements made in the past by the Ministry of Rural Development under the vision of “Building a prosperous, equitable and sustainable Cambodian rural society” in line with the National Policy on Rural Development 2025-2035, which has also launched its five priority programs.
The Minister also highlighted that all these achievements are due to the contributions of development partners and non-governmental organizations, including Plan International, which is a close partner in implementing the ministry’s strategic program, especially the second program, which focuses on rural water and sanitation, which can help the ministry achieve the 2030 goal of rural Cambodia achieving a coverage rate of clean water and basic sanitation at a rate of 100%. Please note that in 2025, Cambodia was declared an Open Debt-Free (ODF) country.
After the Minister’s welcoming remarks, the Director of Plan for Asia and the Pacific expressed his appreciation and high appreciation for Cambodia’s rapid development.
The Director also expressed his congratulations on the achievements that the Ministry has been able to achieve in the past.
He expressed his excitement and happiness over the Minister’s statement that Plan International’s mission is in line with the strategic plan of the Ministry of Rural Development.
He expressed his strong commitment to continue cooperating with the Ministry of Rural Development to achieve the National Strategic Plan on Clean Water Supply and Sanitation in Rural Areas 2026-2033.
Before concluding, the Minister expressed his pleasure and gratitude to the Director and colleagues who have shown their commitment to continue cooperation with the Ministry of Rural Development. The Minister also expressed his willingness to make this cooperation a success.
