Phnom Penh: With the aim of improving work efficiency and strengthening governance in the public administration sector, Deputy Prime Minister Hun Many, Minister of Public Service, has initiated the establishment of a new mechanism called the “Network of Secretaries General of Ministries, Institutions and Executive Organizations”.
This mechanism is expected to become an important catalyst in coordinating the implementation of support functions and promoting participation in the implementation of the Royal Government’s reform work to be more consistent, effective and efficient. This new mechanism has a scope of application covering the General Secretariat and the General Department of Administration and Finance of all ministries and institutions, with the exception of the Ministry of National Defense.

The “Secretaries General Network” will serve as an important mechanism for connecting communication, collaboration, and coordination between the Secretaries General of the General Secretariat and the Directors General of the General Department of Administration and Finance of all ministries and institutions to reduce complexity in the work process and to support each other in improving work efficiency.
The main tasks and roles of this network are to participate in strengthening public administration governance and collaboration between Secretaries General in each ministry and institution. Secretaries-General in ministries and institutions can facilitate mutual communication, cooperate and strengthen the implementation of support functions more smoothly, promote exchange and sharing of experience, knowledge, leadership, innovation and excellence to support problem-solving and strategic planning, including studying and identifying all challenges that arise in the work process to find common solutions.
The establishment of this mechanism is another step forward by the Royal Government in modernizing public administration in the life of a single-actor system to ensure an administration that is responsive, clean and truly serves the public interest.
The draft sub-decree on the “Network of Secretaries-General of Ministries and Institutions under the Executive Branch” was raised for review and discussion at the Secretariat meeting of the National Committee for Promoting the Implementation of Key Measures in Public Administration Reform (NCPR) of the Royal Government, 7th Legislature of the National Assembly On the afternoon of May 8, 2026.
