Ministry of Health and representatives of the Luxembourg Embassy in Cambodia and Laos sign MoU

Phnom Penh: The Ministry of Health of Cambodia and representatives of the Embassy of Luxembourg in Cambodia and Laos on May 28, 2026 signed a Memorandum of Understanding (MoU) on cooperation in developing the health sector in northeastern Cambodia.

The signing ceremony of the Memorandum of Understanding was held under the chairmanship of Professor Chheang Ra, Minister of Health, and the representative of the Luxembourg Embassy in Cambodia and Laos, Thomas Lammar, Chargé d’Affaires of the Luxembourg Embassy in the Kingdom of Cambodia and the Lao People’s Democratic Republic.
The Minister warmly welcomed and thanked the Government and people of Luxembourg for their active support for the Cambodian health sector and the well-being of the people.

The Minister emphasized that this Memorandum of Understanding is a significant achievement in strengthening the partnership between the two countries, based on the spirit of the General Cooperation Agreement signed on March 31, 2025, and demonstrates a shared commitment to turning vision into practical action.

Under this cooperation framework, support is focused on five key priorities: health human resource development, support for medical equipment, support for health infrastructure, reproductive, maternal, newborn and child health, and blood donation, with a strong focus on remote areas and northeastern provinces, including Stung Treng and Ratanakiri provinces.

At the same time, the Luxembourg side informed about the plan of further activities, including: the mission of the Luxembourg Development Agency (LuxDev) team to Cambodia in July 2026 and the establishment of a LuxDev representative office in Phnom Penh to ensure high efficiency of coordination and implementation of bilateral health programs in line with national priorities and the goal of achieving universal health coverage.
