Phnom Penh: On June 15, 2026, the 9th National Technical and Vocational Education and Training (TVET) Day event under the theme “TVET provides skills, jobs and income” was held in Phnom Penh.

On that occasion, the Ministry of Labor and Vocational Training of Cambodia and ZO MOTORS signed a Memorandum of Understanding (MoU) focusing on training in electric vehicle skills and building a safe transportation system to contribute to the development of the local TVET sector and the modernization of the electric power industry.

Meanwhile, ZO MOTORS also donated several vehicles to the Ministry of Labor for use in various forms of vocational education. During the event, Prime Minister Hun Sen visited the ZO MOTORS booth and appreciated the cooperation between the two parties.

According to the memorandum of understanding, the two parties will focus on implementing professional training for electric vehicles by jointly developing electric vehicle system training courses, including vehicle driving, maintenance, charging, and battery safety operations, and will have professional instructors directly from ZO MOTORS. The Ministry of Labor of Cambodia will arrange for teachers, students of vocational institutions, and current employees to participate in hands-on practice, internships, and on-the-job learning. ZO MOTORS will send technical experts to teach and set up “mobile classrooms” to train skills in remote areas in order to expand the scope of vocational education.

In the area of safe travel, the two parties will actively cooperate in promoting electric commuter vehicles equipped with SafeBox safety equipment, providing training to those engaged in the field on safe travel, emergency response, vehicle maintenance, and providing flexible financing plans to reduce the cost of purchasing company vehicles. As well as promoting green and safe travel.

Mr. Heng Sour, Minister of Labor and Vocational Training, said that the Cambodian Ministry of Labor and Vocational Training and ZO MOTORS have collaborated to promote the “Mobile Skills Training Project” by combining training equipment on specialized vehicles and equipping it with solar power systems to provide home-based skills training services for people in remote villages and local communities.

This model will effectively solve the difficulties in transporting training equipment and the lack of electricity supply in some areas, allowing the training team to go directly to the base to conduct training.

Currently, the two sides have jointly established 8 mobile vocational training vehicles covering different professional fields. The training contents include: air conditioning repair, electrical system installation and maintenance, water pipe installation and repair, car repair, coffee and beverage skills, and beauty and hairdressing, as well as many other professional directions.

Mr. Heng Sour stated that after the successful pilot project, the government will further expand the number of mobile training vehicles, planning to increase the number to 50 vehicles by 2028, to enhance opportunities for vocational training for citizens across the country, especially in remote areas, to promote human resource development and enhance employability.
Samdech Hun Manet, Prime Minister of Cambodia, accompanied by His Excellency Minister Heng Sour, visited the multi-purpose training vehicles and passenger and cargo vehicles, and listened to the instructions of ZO MOTORS.
Samdech Hun Manet gave high evaluation and full recognition to the cooperation between the two parties. The King said that the establishment of mobile skills training classes aims to bring quality educational resources closer to the homes of tens of thousands of families, so that local people can learn a specific skill close to their homes.
The King pointed out that in the past, people had to take boats across the river, travel all the way to Phnom Penh, and stay in monasteries or the homes of relatives and friends to learn technical skills. However, Cambodia’s vocational education network has now spread to provinces, cities, and villages and communes across the country. Previously, the government had only piloted vocational training in Phnom Penh and a few provinces, but now it must expand this achievement further.
The President said that although the government has made positive progress in providing funding and organizing at school and local levels, some citizens still face time conflicts between “farming/working at home” and “attending training courses.” Therefore, the government has decided to increase efforts to promote “mobile skills training classes” to reach the most grassroots villages and communes in the provinces, and it will enter the pilot phase soon.
The representative in charge of ZO MOTORS said that the company relies on the technical advantages of the first electric vehicle assembly plant in the country to contribute to the vocational training of local human resources, while improving the travel conditions of employees and actively fulfilling social obligations.
Industry experts believe that this cooperation has promoted the deep integration of vocational education and the electric power industry in Cambodia. Over the next three years, the two sides will work together to implement measures that will continue to fill the gaps in human resources in the sector, improve the travel safety system, and contribute to promoting the green and sustainable development of Cambodia’s economy.
