Phnom Penh: On May 11, 2026, Ms. Sovann Vannarat, Permanent Secretary of State, High Representative of Mr. Heng Sour, Minister of Labor and Vocational Training, presided over a special training course on arbitration and the dissemination of Prakas No. 098/26 K.B./P.K.V.K. dated April 13, 2026 on the Arbitration Council to a total of 53 members of the Arbitration Council and relevant experts.
Speaking at the training, the Permanent Secretary of State highlighted the Arbitration Council, which has the legal authority to assist parties in resolving collective labor disputes in Cambodia, and this authority has also been extended to resolve individual disputes. To implement the new Article 300, the Ministry of Labor and Vocational Training held several bilateral and tripartite consultations with relevant partners, including members of the Labor Advisory Committee.
As a result, the Ministry of Labor received feedback and reached a consensus. And issued this statement as a new update of legal standards related to resolving labor disputes outside the judicial system, especially individual disputes. The Arbitration Council has clearly contributed a lot to the resolution of labor disputes as well as the harmonization of professional relations in Cambodia in the past.
In addition, the Permanent Secretary encouraged and requested all arbitration members to help further strengthen the update of procedures for resolving collective labor disputes and individual disputes. To contribute to strengthening the implementation of the law in a consistent manner.
This training course focuses on the procedures for resolving individual disputes and the procedures for submitting individual dispute cases to the Arbitration Council.
