Phnom Penh: Samdech Thibati Hun Manet, Prime Minister of Cambodia, said that the draft law on military conscription prepared by the Royal Government is based on the necessity of the current situation and will become a strong legal instrument.
In his intervention at the extraordinary session of the 7th legislature on the agenda of the “Draft Law on Military Conscription” on May 12, 2026, the Samdech Thibati said that the draft law, consisting of 8 chapters and 20 articles, was prepared with the aim of implementing the new Article 49 of the Constitution of Cambodia.
The Samdech Thibati said that “the Royal Government has prepared the new law on military conscription based on the necessity of the current situation and based on the existing law, which was promulgated on December 22, 2006, to be comprehensive and become a strong legal instrument both now and in the future, and has honored the request of the Honorable National Assembly this time.”
The Samdech Thibati recalled that because in the past, Cambodia There is no need for the army and the army must be disbanded to divert funds to strengthen the national economy, so at that time, the military conscription law must be suspended.
The Prime Minister added that Cambodia’s peace does not need to beg from others, because in fact, Cambodia has experienced this experience in the past year. Therefore, no one can help Cambodia completely except Cambodia itself. Therefore, the implementation of the military conscription law is important and necessary for the whole of Cambodia.
The Prime Minister said that this law is not only a necessary tool in building a military force for national defense, but also an important means in building a citizen force with discipline, ability, and will to serve the national society, which is a source of preparedness and a strong resource that is invaluable to the national society.
