Phnom Penh: Mr. Khuong Sreng, Governor of Phnom Penh, has ordered district authorities to inspect locations suspected of committing fraud using technology systems and to promote Sub-Decree No. 03 more actively and not to hesitate.

According to Ms. Daw Samphor, spokesperson for the Phnom Penh Administration, on June 4, 2026, as of June 3, 2026, the Phnom Penh Administration Unified Command Under the direct leadership and orders of Mr. Khuong Sreng, the 14 district administrations inspected the locations of condominiums, apartments, boreys, guesthouses, and hotels in order to clean up suspected sites of online scams and disseminate Sub-Decree No. 03, dated January 5, 2026, of the Royal Government of Cambodia on the management of security and safety at residential areas in Phnom Penh. A total of 480 foreigners (144 women) were found in 94 locations, including 6 foreigners who were staying without passports.

The spokesperson stated that the task force discovered a case of fraud through technology systems at Building 5, 12th floor, room 1201, and arrested three Chinese suspects and seized equipment including a laptop and three phones. According to the forensic examination of the Anti-Technology Crime Office of the Phnom Penh Police Station, it was found that it was involved in a suspected case of committing fraud through technology systems. 

Ms. Daw Samphors, spokesperson for the Phnom Penh administration, further confirmed that after the operation, the suspect and the above materials were sent to the Phnom Penh Police Station for further procedures, and the location of the room involved in this case The team decided to temporarily close the club. At the same time, today, the Phnom Penh Municipal Police Department imposed fines on the owners or managers of two locations where people gathered under Sub-Decree No. 03, totaling 36,000,000 riels (thirty-six million riels).
