Pursat: In the spirit of serving the people regardless of fatigue, on the evening of May 12, 2026, Mr. Khoy Rida, Governor of Pursat Provincial Government, accompanied by Mr. Heng Sopheana, Deputy Governor of the province and local authorities, successfully resolved the long-standing conflict over the access road for more than 20 years in Leach Village, Leach Commune, Phnom Kravanh District.

It should be noted that this settlement was conducted even during administrative breaks to ensure that citizens’ concerns were addressed in a timely manner. The road dispute has dragged on for about 26 years, spanning three generations of district governors, but has only now come to fruition.

During a direct visit and mediation with both parties, Mr. Khoy Rida said that the conflict not only destroys property, time and mental health, but is a “hidden killer” that destroys family happiness. And the community too. For the “win-win” mechanism and extrajudicial mediation based on understanding and tolerance are the best options.

The provincial governor also asked the citizens to have understanding and tolerance for each other because in this life, no one can take anything with them. Everyone must know how to be tolerant and love each other as one family. Living under one roof of peace and security and as one villager.

Through peaceful mediation, both sides of the conflict voluntarily agreed to end the conflict by cutting off part of the land they occupied to open a wider access road for common use.

At the same time, to provide encouragement and end the problem permanently, the provincial governor, together with the district administration, also contributed their own funds to help facilitate the work of supervising the construction of new fences and roads for the citizens appropriately.

The provincial governor also instructed experts to measure and define the land boundaries clearly To prepare to issue legal title deeds to the citizens. In addition, the provincial governor also made it clear that when the land title is ready, he will come down to personally hand over the title deeds to provide warmth and ensure legal land ownership rights without any protests in the future.

The representatives of the citizens who are parties to the dispute expressed their joy and deep gratitude to His Excellency Khoy Rida for spending his valuable time to come down to mediate directly with the local people. The citizens said: “We are very grateful to His Excellency the provincial governor for not respecting working hours to come down to help clear doubts and solve problems that have been stuck for decades. Without your compassion and compassionate coordination, we may have wasted time, money, and mental health.”
